Talks held on Phuket’s new construction rules

PHUKET: The Phuket Chamber of Commerce held its seminar ‘Unlocking the Phuket Environment: Crisis or Opportunity?’ at the Royal Phuket City Hotel in Phuket Town yesterday (Jan 23), aimed at addressing the recent Ministry of Natural Resources and Environment (MNRE) announcement regarding environmental protection areas and measures in Phuket under the revised 2024 regulations.

Presided over by Chamber President Kongsak Khoopongsakorn, the seminar drew a large audience of entrepreneurs, business leaders and investors. The event featured an in-depth discussion and analysis of the impacts of the new environmental regulations, which officials have said are designed to balance development with sustainability in the province.

The key change is the Cabinet resolution that now allows construction above the 80-metre limit in Phuket, which is likely to see a surge in single-building development in the hills across Phuket, with a windfall for owners of land on high ground on the island.

The seminar addressed several critical issues that are central to Phuket’s development, and included a detailed analysis of the new environmental protection regulations, with a focus on their implications for land use and construction

Leading experts also delivered presentations, highlighted by an in-depth lecture from town planner Rakkiat Deetphin, who is also the head of the Phuket City Development Support Group.

The seminar also provided attendees with opportunities to engage in interactive discussions, allowing them to exchange views and explore both the benefits and challenges associated with the new measures.

Mr Rakkiat lecture delved into the legal framework underpinning the new regulations, including the Town Planning Law, Building Control Law, Environmental Law, and the latest amendments to zoning and environmental protection measures in Phuket.

“These updates aim to enhance conservation efforts while aligning development with the city’s master plan,” Mr Rakkiat  said.

During his opening remarks, Mr Kongsak emphasised the importance of the seminar in fostering awareness about the revised regulations.

“This announcement is a critical step towards preserving Phuket’s natural beauty and ensuring sustainable development. It is essential to control land use and reduce pollution while promoting eco-friendly tourism and economic growth.

“Phuket is a world-class tourist destination, having welcomed 13 million visitors in 2024 and generating B480 billion in revenue. Protecting our natural resources is not just a responsibility but a necessity to maintain Phuket’s premium appeal,” he stated.

Mr Kongsak highlighted that the new measures, effective from Dec 13, 2024, are designed to conserve Phuket’s environment, promote sustainable tourism, and create a balance between economic development and environmental protection.

The seminar served as a platform for participants to gain a deeper understanding of the regulations and explore strategies to adapt to the changes, he noted.
