The complaint was received by Chalong Police on Monday (Sept 23), signed as received by Pol Lt Col Warawut Sensoep of the Chalong Police Investigation Division.
According to the complaint, the woman who reported the incident to police said that she returned from a friend’s house around 8am on Sunday (Sept 22).
When she arrived at the home, in Moo 6, Rawai, she saw the young girl, who is 3 years and 4 months old, lying on the sofa. The foreign man, not identified in the complaint, was sitting next to the child.
The girl told the woman that she was experiencing pain in her genitals. The foreign man then took the child to the bathroom to shower her and put a diaper on her afterward. The girl and the man returned, and the girl went back to sleep on the sofa but continued to complain of pain.
The woman then called a man to remove the diaper and check the child. They found blood on the diaper.
The woman took the girl to Rawai Health Promoting Hospital and later went to Chalong Police Station to file a complaint.
Of note, the report marked that a psychologist from Vachira Phuket Hospital accompanied the woman to Chalong Police Station to file the complaint.
Police have questioned the victim and are currently investigating to bring the perpetrator to justice, the report noted.
The foreign man is now under investigation for “Committing indecent acts against a child under thirteen years of age by threatening in any way, using force or violence, while the child is in a state of inability to resist, and the act is done by using an object or organ other than the genitals to penetrate the genitals or anus of the child”.
The complaint was included on a report marked “for reporting serious and shocking incidents and urgent incidents”, signed as issued by Pol Lt Col Chaiwat Chansuwan, Deputy Superintendent (Investigation) at Chalong Police Station.
The report was copied to the Phuket Provincial Police Commander, the Region 8 Police Commander, the Phuket Governor and the Royal Thai Police Crime Suppression Division in Bangkok.
